Okay not a current issue, but it could come back.
Is the draft moral when and why?
What should happen to those who dodge it?

I don't know. If people were really for their country and really loved their country enough to die for it, then drafting shouldn't be a problem. But I don't think the love of one's government is as passionate as some people think it is. Egypt. According to archaeologist, it wasn't hard to get people to come by the thousands and build pyramids. How did they do this? The pharaohs and the religious people in power had somehow convinced the common folks that Pharaoh=God (or is half God). Therefore, Pharaoh is worthy enough to have these great tombs and monuments built for. So, in order to get some sort of cooperation, you've got to somehow convince the people that it is worth it and that their personal life isn't as important. Those in power must reach deep into the hearts of the people, bring it to light and say, 'This is why you should serve for us,' Because essentially, that is what it is all about. Keeping the rich and powerful safe and secure.

And there's nothing wrong with being less passionate about it; It should be the right of the citizens to decide. (Also, think about the people who are anti-war in general. Don't they have a right to feel this way?) And for practicality resons, I doubt someone would make a good soldier if they weren't in it whole heartedly.

if somehow there was a draft tomorrow, i'd either find a way to help out which didn't involve shooting someone or i'd be a conscientious objector and serve my time in prison. i might look for a loophole to avoid both but i wouldn't do something morally unsound (such as changing my religion) just to slip through the net.
i don't think we'll be seeing a draft in the forseeable future, i get the feeling that it's a thing of the past, like shooting deserters. though if we see one coming then perhaps we'll see the other following shortly after ...
